Preparedness refers to activities aimed at securing vital basic services and the safety of residents under emergency conditions.

Helsinki’s role as the nation’s capital and the City’s role as the main local government in Finland set requirements on the City to ensure that its key services function in all circumstances.

The City of Helsinki maintains close safety and security contacts with national authorities.

The forms of management that improve emergency preparedness are the responsibility of the City Manager, and the everyday management of the related operations is handled by the City Executive Office.
